Authorize (1) an Advance Funding Agreement with the Texas Department of Transportation (TxDOT) (Agreement No. CSJ 0918-47-274, CFDA No. 20.205) for construction of the SOPAC Trail in the amount of approximately $4,177,184.00 of which the Federal portion is $4,000,000.00, the State's indirect cost portion is $177,184.00, and the City of Dallas' local match, covered by the use of Transportation Development Credits, is $800,000.00; (2) the establishment of appropriations in the amount of $4,000,000.00 in the SOPAC Trail Connector Grant Fund; (3) the receipt and deposit of Congestion Mitigation and Air Quality Improvement Program Funds in the amount of $4,000,000.00 in the SOPAC Trail Grant Fund; (4) the reimbursement of $3,920,000.00 from the Congestion Mitigation Air Quality Program; (5) the establishment of appropriations in the amount of $80,000.00 in Park and Recreation Facilities Fund for TxDOT project administration costs; and (6) execution of the grant agreement including all terms, conditions and documents required by the grant agreement - Total Amount $4,177,184.00 - Financing: Congestion Mitigation and Air Quality Improvement Program Funds ($3,920,000.00), Texas Department of Transportation Funds ($177,184.00), and Park and Recreation Facilities Fund (2006 General Obligation Bond Funds) ($80,000.00)

BACKGROUND
