Authorize (1) the ratification for payments to Vector Airport Systems, LLC for aircraft fee collection and billing services rendered from August 25, 2020 to March 2021 - Estimated amount of $392,394.99; and (2) a five-year service contract for aircraft fee collection and billing services for the Department of Aviation - Vector Airport Systems, LLC, sole source - Estimated Annual Gross Revenue: Aviation Fund $5,097,021.38

BACKGROUND
This five-year service contract will allow for aircraft fee collection and billing services for the Department of Aviation. The recommended supplier will provide a full-service billing solution for the collection and remittance of domestic and international flight fees from aircraft owners/operators at Dallas Love Field. This contract also provides five years of maintenance and support of the aircraft identification and billing solution. Maintenance includes patches, updates, compliance with any new state or federal requirements, and technical and customer service support.
The data delivered will enable airport staff to positively identify all aircraft operating at Dallas Love Field regardless of time of day or weather conditions. Incoming data will include an image of the aircraft that shows its tail number for quick and easy identification at Dallas Love Field to invoice and collect fees from aircraft operators.
The equipment installed by the supplier, due to proprietary licenses, can only be serviced by Vector Airport Systems, LLC. The financial risk incurred and duplication of cost to bring in a new contractor would result in significant financial risk and interruption of daily business at the airport.
