Authorize Supplemental Agreement No. 3 to the professional services contract with Kimley-Horn and Associates, Inc. for additional engineering services to complete the design revisions for the Abrams Road Project from Gaston Avenue to South Beacon Street - Not to exceed $28,300.00, from $351,074.00 to $379,374.00 - Financing: Street and Transportation (A) Fund (2017 General Obligation Bond Fund)

BACKGROUND
The Abrams Road Project was included in the 2017 Bond Program. The project entails implementing complete streets design elements to the existing Abrams Road. Limits of the improvements are within the right-of-way from 300 feet south of Beacon Street to the south side of Gaston Avenue (approximately 6,300 linear feet).
The improvements include protected bicycle lanes, reconstruction of existing sidewalks and bus stops, enhanced pedestrian crosswalks, park benches, waste receptacles, pedestrian Light Emitting Diode illumination, updated Americans with Disabilities Act curb ramps, and addressing geometry and safety concerns at major intersections utilizing crossing islands and pavement markings.
On December 12, 2018, City Council authorized a professional services contract with Kimley-Horn and Associates, Inc. for the Abrams Road Project from Gaston Avenue to South Beacon Street by Resolution No. 18-1766.
The Abrams Road Project is currently under construction. The design of the bus islands needs to be revised due to unanticipated operational issues. The design modification will include alternative installation of pavement markings and signing. The design will also include a standard detail for a speed table.
