BACKGROUND

This item will allow for the purchase of a rotary trommel recycling equipment for the Park & Recreation Department. The purchase of the trommel will allow the Park & Recreation Department's Park Maintenance and Operations (PMO) to divert 100 percent of the arboreal (tree) materials generated by Forestry Services from the municipal landfill. This diverted waste will be used by PMO as in-house mulch for park and other City properties.

In addition, the trommel, which separates out small from large wood chips, will allow the Park & Recreation Department to compost some of the resulting material for ornamental beds and athletic fields. This equipment will save the department from purchasing significant amounts of mulch and compost.

The Houston-Galveston Area Council of Governments cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

On March 4, 2021, the Park and Recreation Board authorized the purchase of a rotary trommel recycling equipment with Ecoverse Industries, Ltd. through the Houston-Galveston Area Council of Governments cooperative agreement.
