BACKGROUND
This purchase will provide for a high capacity alternate daily cover spray application unit for the Department of Sanitation Services.
This high capacity sprayer is an important and necessary tool which will be utilized at the McCommas Bluff Landfill to comply with environmental regulations. Specifically, the Texas Commission on Environmental Quality regulation that mandates covering of all deposition of waste at the end of each day. The landfill site permit allows for covering with soil, synthetic tarps, and cellulose based spray-on cover. Of which, the spray-on cover method presents the most time conservative and effective method of covering, while preserving and extending the life of the landfill compared to the use of compressed soil.
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
