BACKGROUND

On August 13, 1983, Dallas Area Rapid Transit Authority (DART) was created as a regional transportation authority pursuant to Chapter 452, Texas Transportation Code, for the purpose of providing public transportation and general transportation services within the DART service area, which included the City of Dallas (City), a Texas home rule municipal corporation, and surrounding communities. On February 28, 1990, City Council authorized a Master Interlocal Agreement ("Master ILA") between DART and the City regarding DART's system and establishing a cooperative and supportive relationship between both parties by Resolution No. 90-0810. The evolution of Dallas as an increasingly urban city requires that its infrastructure provide an integrated transportation system that balances the needs of public transit, pedestrians, bicycles, and automobiles. The principles of a sustainable, livable city are essential for the vitality of the City and the expansion of the transit system which will increase mobility options as an essential component.

The City and DART entered into an Interlocal Agreement in 1991 to plan, design, and construct a second light rail alignment when specific thresholds in ridership and headways are met.
