BACKGROUND

The Emergency Management Performance Grant (EMPG) Program is a yearly grant from the U.S. Department of Homeland Security (DHS) passed through the Texas Department of Public Safety, Texas Division of Emergency Management and awarded to local emergency management departments to help develop and maintain the capabilities to respond to all-hazards incidents. Funds are used to help cover salaries for the City's Office of Emergency Management staff and other costs associated with running the emergency management program. New with the FY 2021 EMPG Program, the grant terms and conditions are required to be signed by the city's authorized official and submitted with the application.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

On January 10, 2018, City Council authorized the acceptance of a grant from the U.S. Department of Homeland Security, Federal Emergency Management Agency, passed through the Texas Department of Public Safety, Texas Division of Emergency Management under the FY 2017 Emergency Management Performance Grant Program to fund emergency preparedness operations and planning for the period October 1, 2016 through March 31, 2018; and execution of the grant agreement by Resolution No. 18-0083.
