BACKGROUND

During the 2021 Texas winter weather event and subsequent thaw, multiple artworks that are part of the City of Dallas Public Art collection at the Hall of State were compromised and put under high-humidity conditions due to burst fire suppression pipes at that facility. There was a critical need for immediate examination, triage, and damage mitigation to the City-owned artworks by art conservators certified by the American Institute of Conservation, the national professional certification body. The initial examination of damages and triage were led in the first weekend by the Office of Art and Culture's Public Art Conservation and Collection Manager alongside the non-profit Texas Collections Emergency Resource Alliance, known as TX-CERA.

This action will ratify an emergency conservation services contract with Gann Preservation Services, LLC, the lowest responsible bidder of four for orotone photograph conservation and Helen A. Houp Fine Art Conservation Incorporated, the lowest responsible bidder of four for mural conservation.
