BACKGROUND

This item allows for the emergency purchase of bottled water for the Office of Emergency Management in response to the February Severe Winter Storm event. On Saturday, February 20, 2021, President Joe Biden signed a major disaster declaration for the most populated parts in Texas affected by the winter storm. Residents encountered several challenges as a result of the storm consisting of power outages and bursting pipes. As a result of the storm water is being distributed to residents of the Dallas community who do not have access to clean and running water.

This service was procured utilizing emergency procurement guidelines which allow for the procurement of goods and services where routine bidding requirements cannot be followed. Emergency procurements are exempt from competitive bidding under the City Charter and State Law.
