Title
Authorize a three-year professional engineering services contract with Kimley-Horn and Associates, Inc. for the development of design schematics, environmental documents, and detailed design in support of the schematic work, public involvement, plans, specifications, and estimates for bicycle lanes and/or "shared use path" improvement projects on an "as-needed" basis for the Department of Transportation - Not to exceed $450,000.00 - Financing: Bike Lane Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of this professional engineering services contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This service agreement will provide for the development of design schematics, environmental documents, and detailed design for bicycle lane and/or "shared use path" projects. These services may also include traffic signal design/modifications, lighting, intersection improvements, roadway/trail work, pavement markings, surveying, subsurface utility engineering, geotechnical data collection, traffic control plan improvements, and associated work.
The selected vendor will support City staff with updating, revising, and/or developing design drawings and specifications for bicycle facilities to advance the implementation of priority projects identified in the Dallas Bike Plan - 2023 Update.
In July 2023, the City of Dallas released a Request for Qualifications CIZ23-TRN-3029 for professional engineering services for the development of design schematics, environmental documents, and detailed design for bicycle lanes.
