Authorize a three-year service price agreement for tire repair services for the Department of Equipment and Fleet Management and the Department of Sanitation Services - The Goodyear Tire & Rubber Company in the estimated amount of $967,053.70 and Southern Tire Mart, LLC in the estimated amount of $427,605.00, lowest responsible bidders of three - Total estimated amount of $1,394,658.70 - Financing: Sanitation Operation Fund ($749,950.00) and Equipment and Fleet Management Fund ($644,708.70) (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This service price agreement will provide for tire repair services for the Department of Equipment and Fleet Management and the Department of Sanitation Services. Tire repair services include flat tire repair, foam filling, and recapping tire thread services for the City's vehicles and equipment. The agreement provides shop and roadside service repairs where vehicles and equipment are located throughout the City and include:
* Passenger and light duty vehicles
* Medium commercial vehicles
* Agricultural and industrial equipment
* Lawn and garden equipment
