Title
Authorize a one-year cooperative purchasing agreement for the continuation of Enterprise Software Agreement for the Short-Term Rental Monitoring Solution for the Department of Code Compliance with Carahsoft Technology Corporation through Texas Department of Information Resources cooperative agreement - Not to exceed $199,369.20 - Financing: General Fund

Body
BACKGROUND

This cooperative purchasing agreement will provide continued licenses for a Short-Term Rental (STR) property tracking solution designed to support the enforcement of newly established ordinances governing STRs. The system will enable Code Compliance staff to effectively monitor multiple STR hosting platforms, such as Airbnb, VRBO, Flipkey, Booking and Expedia, in facilitating the identification and location of STR properties. Additionally, it will provide valuable insights into rental revenue estimates and historical earnings, aid in tracking code violations, and streamline the issuance of notices and administrative documents, thereby enhancing regulatory oversight and compliance efforts.

The Texas Department of Information Resources Cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
