Body

BACKGROUND

This item authorizes a thirty-year Interlocal Agreement with the Dallas Independent School District (DISD) for the joint development, operation, use and maintenance of Nolan Estes indoor and outdoor athletic complex.

The deal points are modeled on the existing shared facility agreements the Park & Recreation Department has with DISD including, Willis Winters Park/Woodrow Wilson High School, Reverchon Park/North Dallas High School and Fair Oaks Park/Conrad High School. The deal points (Exhibit A) for development, use, operation and maintenance include the following:

•                     DISD and City to jointly develop Nolan Estes campus for an indoor and outdoor athletic complex

•                     Dallas ISD to own all improvements to the site

•                     City has exclusive naming rights

•                     City to initiate master plan for project and site

•                     Maintenance costs and revenues after expenses to be shared 50/50

•                     DISD and City to agree on any third-party operations agreement

•                     City and DISD to review and approve facility design
