Title
Authorize (1) a three-year service contract, with two one-year renewal options, for City paid basic life insurance and the administration of grandfathered life insurance policies for the Department of Human Resources for the period June 10, 2026 through June 9, 2029 - Standard Insurance; and (2) a three-year service contract, with two one-year renewal options, for voluntary benefits, financial wellness, pet insurance, and legal services for the period June 10, 2026 through June 9, 2029 - Standard Insurance Company and Metropolitan Life Insurance Company, most advantageous proposers of twelve - Not to exceed $2,932,743.00 - Financing: Employee Benefits Funds (subject to annual appropriations) (see Fiscal Information)

BACKGROUND
This action does not encumber funds; the purpose of these agreements is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis
These service contracts will provide for City paid basic life insurance and the administration of grandfathered life insurance policies and employee paid voluntary benefits for the Department of Human Resources. Basic life insurance is provided to full-time employees working 40 hours a week and services to provide administration and support for approximately 2,500 grandfathered self-funded life policies with an average policy amount of $2,500.00.
The following voluntary benefits are provided to participating employees at no cost to the City:

* Hospital
* Legal Benefits
* Long Term Disability
