Authorize the (1) acceptance of a grant from the Institute of Museum and Library Services through the Texas State Library and Archives Commission (TSLAC) for the State Fiscal Year (SFY) 2027 Interlibrary Loan Lending (ILL) Reimbursement Program (Grant No. 904509/Federal ID No. LS-260847-OLS-25, Assistance Listing No. 45.310) in the amount of $43,089.90 for library lends made between August 1, 2025 through July 31, 2026; (2) establishment of appropriations in an amount not to exceed $43,089.90 in the ILL 25-26 Reimbursement Grant Fund; and (3) receipt and deposit of funds in an amount not to exceed $43,089.90 in the TSLAC ILL 25-26 Reimbursement Grant Fund - Not to exceed $43,089.90 - Financing: TSLAC ILL 25-26 Reimbursement Grant Fund

BACKGROUND
On June 2, 2026, by Administrative Action No. 26-5914, the City Manager authorized the execution of a participation application for the Texas State Library and Archives Commission’s (TSLAC) 2026 ILL Reimbursement Program.
Interlibrary Loan (ILL) is a service that allows customers to request materials owned by another library system. Dallas Public Library provides interlibrary loan services with reimbursement from the Texas State Library and Archives Commission (TSLAC) to cover costs associated with this service. TSLAC is disbursing reimbursement payments to Texas public libraries who have made interlibrary loan lends in State Fiscal Year 2026. Dallas Public Library completed 4,335 lends using the Navigator ILL System in State Fiscal Year 2026 and will receive a total payment of $43,089.90.
