Authorize a construction services contract for the installation of water and wastewater main improvements and extension of water and wastewater mains to unserved areas at 21 locations (list attached to the Agenda Information Sheet) - Western Municipal Construction of Texas, LLC, lowest responsible bidder of three - Not to exceed $12,281,670.00 - Financing: Coronavirus State and Local Fiscal Recovery Funds ($10,166,123.55), Water Capital Improvement F Fund ($1,863,546.45), and Water Construction Fund ($252,000.00)

BACKGROUND
This action will authorize a construction services contract with Western Municipal Construction of Texas, LLC for the extension and installation of approximately 25,843 feet of water and wastewater mains to 21 unserved areas. The extensions and installations include approximately 64 feet of 6-inch, 3,752 feet of 8-inch, 2,627 feet of 12-inch, and 10 feet of 16-inch diameter water mains as well as approximately 19,150 feet of 8-inch and 240 feet of 10-inch diameter wastewater mains. To improve equity and provide service to all residents, Dallas established the unserved areas program in Fiscal Year 2020-21. The goal of the unserved area program is to extend service to parts of Dallas that currently do not have accessible water and/or wastewater mains. Priority is given to areas and neighborhoods that are already occupied and where extending services benefits the existing residents.
In addition to the unserved area extensions, the construction contract includes the installation and replacement of approximately 6,887 feet of water mains. This includes the installation of approximately 156 feet of 6-inch, 4,818 feet of 8-inch, and 1,913 feet of 12-inch diameter water mains. The existing water mains were built between 1948 and 1979. The existing water mains are identified to be aging and in need of repair and replacement due to poor condition, service interruptions and increased maintenance efforts. Some of these mains also need to be upsized to meet future demands. The installation of the proposed segments will improve the capacity of the water system, reduce maintenance costs, and minimize service interruptions.
Western Municipal Construction of Texas, LLC has had no contractual activities with the City of Dallas within the past three years.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 23, 2021, the City Council authorized a resolution for the City Manager to spend funds in compliance with the American Rescue Plan Act of 2021 and in accordance with guidance from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund (CFDA No. 21.027); take all necessary actions to apply for and receive funds for which the City is eligible from state and federal sources; execute any grant agreements necessary to receive COVID-19 funding from federal and state sources by Resolution No. 21-1149.
On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets by Resolution No. 21-1590.
