Authorize a professional services contract with CP&Y, Inc. dba STV Infrastructure to provide engineering services for the Cedardale High Pressure Zone Improvements Project - Not to exceed $2,099,674.00 - Financing: Water Capital Improvement F Fund

BACKGROUND
In September 2022, the Dallas Water Utilities completed an analysis of the Cedardale High Pressure Plane. A Technical Memorandum recommended pipeline and elevated tank improvements for the Cedardale High Pressure Zone. The Technical Memorandum identified the following issues:
• The existing Cedardale storage tank cannot be cycled as desired due to the low tank height.
• The Cedardale High pressure plane experiences low pressures in areas with high elevations.
• During an emergency when the Alta Mesa Pump Station is out of service, the pressures in some parts of the Cedardale High Pressure Plane drop significantly below the minimum Texas Commission on Environmental Quality criteria of 35 psi, even when boundary valves are opened between Cedardale High and adjacent pressure zones.
This action will authorize an engineering contract to further evaluate and design needed improvements to the Cedardale High Pressure Zone. The engineer will provide preliminary design reports, final design plans, specifications, and bid services for pipeline improvements, elevated tank improvements, and other pressure zone modifications. Future supplemental agreements are anticipated for construction phase services depending on how the improvements are phased and packaged. CP&Y, Inc. dba STV Infrastructure’s approach to design and construction for this project involves separating the improvements into two construction packages, one for pipeline and associated valve improvements and another for elevated tank and related facilities improvements and pressure zone modifications.
The consulting firm for this project was selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-05 procurement guidelines.
