Authorize Supplemental Agreement No. 2 to exercise the second of two, two-year renewal options, to provide maintenance and support for the existing airport access control system and add an expansion of services to include the maintenance and support of the exit lane system for the Department of Aviation - Convergint Technologies, LLC - Not to exceed $1,299,700 - Financing: Aviation Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This Supplemental Agreement will provide for continued maintenance and support for the existing airport access control system (AACS), which includes closed circuit television subsystem, security intercom subsystem, video badging/credentialing subsystem (including physical identity and access management, and fingerprint processing components), AACS controlled doors and door hardware, and other components at the Dallas Airport Facilities. This contract also serves as the basis for implementing any future modifications to the existing AACS undertaken throughout the term of this agreement.
This contract will also provide for the maintenance and support of the exit lane system. This system is integrated into the Department of Aviation’s (DOA) computer-based security access control system. It is used to detect and prevent unauthorized access from the public area into the sterile side of the airport. This contract also includes bi-annual inspections to include readjusting and replacement of needed small parts, software updates to the programming, and any programming adjustments requested by DOA.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. This contract renewal option includes the living wage of $18.24.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 14, 2016, the City Council authorized a five-year service contract, with two two-year renewal options, to provide maintenance and support for the existing airport access control system at Dallas Love Field with Convergint Technologies, LLC by Resolution No. 16-1427.
On September 22, 2021, the City Council authorized the first of two, two-year renewal options to provide maintenance and support for the existing airport access control system for the Department of Aviation by Resolution No. 21-1573.
