Title
Authorize (1) reprogramming of the 2017 General Obligation Bond Funds originally allocated for the Vinemont Channel Drainage Diversion Project to the Dixon Branch Drainage Relief Project and Eustis Avenue Drainage Evaluation; and (2) Supplemental Agreement No. 1 to the professional services contract with Halff Associates, Inc. to provide additional engineering work required for developing conceptual drainage relief plans for Dixon Branch and Eustis Avenue - Not to exceed $1,063,612.00, from $585,288.00 to $1,648,900.00 - Financing: Flood Control (D) Fund (2017 General Obligation Bond Funds)

BACKGROUND
On June 26, 2019, the City Council authorized a professional services contract with Halff Associates, Inc. to analyze the viability of the Vinemont Channel Drainage Diversion Project and to provide necessary engineering services required for developing construction improvement plans. During the evaluation phase, it was determined that a standalone Vinemont Diversion would provide no meaningful flood reduction as the flooding is caused by Dixon Branch overflow. Dallas Water Utilities (DWU) staff then evaluated different options to best utilize the remaining funds for the Vinemont project. After several meetings with the neighborhood association and council office, DWU recommended to update the engineering scope of services and reallocate funds to advance the larger Dixon Branch Drainage Relief Project and evaluate drainage improvements for the 8600-8800 blocks of Eustis Avenue to provide flood reduction benefits.
This action will authorize Halff Associates, Inc. to provide additional engineering services necessary to analyze drainage relief improvements for Dixon Branch from Lake Highlands Drive to upstream of White Rock Lake and Eustis Avenue from Lakeland Drive to Tavaros Avenue. The services will include survey, geotechnical borings, environmental review/screening, modeling, alternative analysis, a drainage report, funding source evaluation, agency coordination and public meeting assistance, and conceptual design for Dixon Branch to achieve a 15% level of design. For Eustis Avenue, services will include survey, modeling, alternative analysis, and a drainage report to achieve a 10% level of design. Following the completion of these services, a future supplemental agreement may be pursued to utilize the remaining bond funds from the original Vinemont Channel Drainage Diversion Project to further advance design efforts and improvement plans for Dixon Branch and Eustis Avenue.
