BACKGROUND
The City of Dallas maintains an agreement with Oncor Electric Delivery Company, LLC (“Oncor”) for street lighting services which includes the operation, maintenance, and repair of Oncor-owned streetlight facilities within city limits. The agreement also permits the City to submit work requests to place orders for street lighting, which the City often exercises to convert lower lumen streetlights to LED streetlights as part of the City’s public safety street lighting initiative.
The proposed action will authorize the execution of a Streetlight Maintenance Authorization for LED Replacements to provide Oncor with blanket authorization to replace existing non-working, Oncor-owned streetlight fixtures with LED streetlight fixtures within city limits. Oncor defines a “non-working” streetlight as a “failed component within the streetlight fixture” that warrants replacement of the entire light fixture. Oncor’s replacement schedule will focus on replacing older light types such as Mercury Vapor, High Pressure Sodium, and Metal Halide with energy efficient LED light fixtures. As of November 2023, 9,833 of the 72,112 streetlights owned by Oncor within the City are LED.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 30, 1985, the City Council authorized an agreement for Street Lighting Service with Dallas Power & Light Company, now known as Oncor Electric Delivery Company, LLC by Resolution No. 85-3519.
The Transportation and Infrastructure Committee was briefed on the “Streetlighting Overview” on March 29, 2022.

FISCAL INFORMATION
This action has no cost consideration to the city. Costs for maintenance-based LED streetlight conversions performed under this agreement will be incurred by Oncor. The City will be responsible for paying the appropriate LED streetlight rate in accordance with Oncor’s Tarriff for Retail Delivery Service for Street Lighting Service. Based on energy rates and continued installation of new LED lighting, future costs to the City may incrementally increase in the coming years.
