Title
Authorize (1) a construction services contract to provide construction services for the Lemmon Avenue Streetscape Enhancements Project at Dallas Love Field - RoeschCo Construction, LLC, best value proposer of six; and (2) an increase in appropriations in an amount not to exceed $30,000,607.49 in the Aviation Construction Fund - Not to exceed $30,000,607.49 - Financing: Aviation Construction Fund

BACKGROUND
The Master Plan Update for Dallas Love Field was approved by Dallas City Council on September 26, 2018 and included recommendations for streetscape improvements around the Dallas Love Field based on feedback from residents and stakeholders in the community. The improvements are intended to provide a more walkable neighborhood and improve pedestrian circulation and safety through enhanced pathways and bike connectivity to other City trails and recreation within the vicinity.
The purpose of this project is to implement the above recommendations on Lemmon Avenue in the vicinity of Dallas Love Field. The project will include pedestrian and bicycle paths; several safety and quality of life improvements; and enhanced landscaping and gateway features. The project will endeavor to create a distinct “Love Field District” identity weaving through all improvements.
This action will authorize a construction services contract with RoeschCo Construction, LLC for the construction of sidewalks, pedestrian & bicycle trails, landscaping, gateway features, decorative street and pedestrian lighting, upgrade of traffic signals and other related improvements along Lemmon Avenue starting at Collville Avenue near Mockingbird Lane continuing to Shorecrest Drive, and on Shorecrest Drive from Lemmon Avenue to Webb Chapel Extension.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 26, 2018, the City Council authorized adoption of the Dallas Love Field 2015 Master Plan Update and approval of the recommendations contained therein as an implementation guide for future airport development to support forecasted operational demand by Resolution No. 18-1354.
On December 11, 2019, the City Council authorized an engineering services contract with Kimley-Horn and Associates, Inc. to provide design and construction administration services for the Lemmon Avenue Streetscape Enhancements Project at Dallas Love Field by Resolution No. 19-1855.
On December 8, 2021, the City Council authorized Supplemental Agreement No. 1 to the engineering services contract with Kimley-Horn and Associates, Inc. to provide additional design and construction administration services for the Lemmon Avenue Streetscape Enhancements Project at Dallas Love Field by Resolution No. 21-1943.
