An ordinance amending Chapter 28, “Motor Vehicles and Traffic,” of the Dallas City Code by amending Sections 28-44, 28-50, 28-60, 28-114.1, and 28-193 (1) designating speed regulations on streets other than expressways; (2) designating school traffic zones; (3) designating one-way streets in school zones; (4) providing definitions; (5) providing a penalty not to exceed $200.00; (6) providing a saving clause; (7) providing a severability clause; and (8) providing an effective date - Financing: This action has no cost consideration to the City (see Fiscal Information)

BACKGROUND
Engineering studies have been conducted at the locations identified in the ordinance amending Chapter 28 “Motor Vehicles and Traffic,” and it is recommended that the appropriate sections of the ordinance be amended to reflect changes in speed limits, school zone locations, and to designate one-way streets in school zones.
The below changes identify the additions and deletions to Section 28-44:

• Street-Ross Avenue (4600-4900), Extent-175’ E. of Annex Avenue to 400’ W. of Bennett Avenue, CD-2, Cause- Existing school zone was for a school that is no longer operating. School zone needed to be readjusted to accommodate an existing school.
• Street-S. Tyler Street (500-600), Extent-250’S. to 200’N. of Page Avenue, CD-1, Cause- Existing school zone is located at a far distance from its assigned campus. School zone is not needed at this location.
• Street-Umphress Road (7700-7900), Extent-250’S. of Prichard Lane to 300’W. of Ormond Drive, CD-5, Cause-Extend School Zone
• Street-Willow Lane (4800-4900), Extent-90’W. of Shirestone Lane to 160’W. of Drujon Lane, CD-13, Cause-School Zone installed on Inwood Road better suits school activity rendering this location unnecessary.
The below changes identify additions to Section 28-60(b):

Further, updates to Section 28-114.1 “Zones Within the Central Business District” and Section 28-193 “Streetcar Regulations” are necessary to provide routine updates and to expand the definition of streetcar to include trolleys operating within the public right-of-way. The changes are indicated by the blue underline for additions and red strikethrough for deletions.

SEC. 28-193. DEFINITIONS.
(3) STREETCAR means a self-powered vehicle used for transporting persons or property that is operated upon rails within a public right-of-way. and can be either self-powered or powered by overhead electrical cables. A trolley is considered a streetcar for the purposes of this chapter.

FISCAL INFORMATION
This item has no cost consideration to the City. Ordinance enforcement of penalty up to $200.00 may generate additional revenues to the City.
