BACKGROUND

 

Wheatland Road from the City limits to University Hills Boulevard, was approved for funding in the 2017 Bond Program under the intergovernmental partnership project category.

 

On March 27, 2019, the City Council authorized a professional services contract with Lina T. Ramey and Associates, Inc. to provide preliminary engineering design to develop an alignment study for three alternative alignments, environmental constraints analysis, data collection and analysis, conceptual drainage, documenting major utilities and potential impacts, and traffic projections for establishing a new roadway for Wheatland Road from the City limits to University Hills Boulevard by Resolution No. 19-0411.

 

The alignment study was completed in October 2019 and was presented to the public for selection and Alignment B was selected as the preferred alignment.

 

On June 24, 2020, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with Lina T. Ramey and Associates, Inc. for additional engineering design services for the construction of a new four-lane undivided roadway with reinforced concrete pavement, curb, gutter, bicycle/pedestrian facilities, intersection reconstruction, water, storm drainage, a new bridge, culvert and street lighting on Wheatland Road from the City limits to University Hills Boulevard by Resolution No. 20-0977.

 

During design, it became necessary to modify the alignment of the Wheatland Road connection to University Hills Boulevard. Also, additional water and wastewater improvements were added to the project scope.

 

On May 10, 2023, the City Council authorized Supplemental Agreement No. 2 to the professional services contract with Lina T. Ramey and Associates, Inc. for additional survey, geotechnical, environmental, traffic signal, water, and wastewater design services necessary to complete the design of Wheatland Road from the City limits to University Hills Boulevard by Resolution No. 23-0618.

 

This action will establish the alignment and right-of-way configuration for Wheatland Road from the City limits to University Hills Boulevard. The proposed alignment will accommodate construction of a new four-lane undivided roadway with reinforced concrete pavement, curb, gutter, bicycle/pedestrian facilities, intersection reconstruction, water, storm drainage, a new bridge, culvert, and street lighting. The preliminary cost estimate, including design, right-of-way acquisition and construction is $15,526,085.48.

 

Citizen input regarding the proposed alignment was received at a public meeting on December 13, 2021, and the proposed alignment has been slightly modified to address property owner concerns. In addition, staff met individually with every property owner directly impacted by the proposed alignment to consider their suggestions.

 

If this action is delayed or deferred, it would delay the implementation of an intergovernmental partnership project on Wheatland Road from the City limits to University Hills Boulevard, thus delaying implementation of the 2017 Bond Program. Also, the construction of this project is 80 percent funded by Federal Category 7 funds through the Transportation Improvement Program and a delay or deferral may impact the availability of these funds.

On June 24, 2020, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with Lina T. Ramey and Associates, Inc. for additional engineering design services for Wheatland Road from the City limits to University Hills Boulevard by Resolution No. 20-0977.

 

On May 10, 2023, the City Council authorized Supplemental Agreement No. 2 to the professional services contract with Lina T. Ramey and Associates, Inc. for additional engineering design services necessary to complete the design on Wheatland Road from the City limits to University Hills Boulevard by Resolution No. 23-0618.

 

 

 

 

 

FISCAL INFORMATION

 

This action has no cost consideration to the City.  Future estimated costs include the construction of a new four-lane undivided roadway with reinforced concrete pavement, curb, gutter, bicycle/pedestrian facilities, intersection reconstruction, water, storm drainage, a new bridge, culvert, and street lighting. The preliminary cost estimate, including design, right-of-way acquisition and construction is $15,526,085.48 for fiscal year 2023-24.
