Staff Recommendation

That the request for a Certificate of Appropriateness for exterior rehabilitation of the non-original library addition, including reconfiguration of window and door openings and related exterior envelope work consisting of new brick veneer and faux-stone cladding, with associated framing, sheathing, waterproofing, and flashing alterations required for the modified openings - unauthorized work - be approved in accordance with drawings and specifications dated 09/30/2026, with the following conditions: that replacement windows be architectural-grade steel or thermally broken all-aluminum historic-replica profiles (i.e., no cladding), matching the existing one and one-quarter-inch to one and one-half-inch thin sightlines; that new or replacement glazing not be tinted or reflective; that new or replacement brick match the existing in module size, texture, and color; that faux-stone cladding be architectural cast stone composed of white marble aggregate and white Portland cement, compatible with the existing white marble windowsills; and that the massing and roof form of the existing addition remain unaltered Implementation of the recommended conditions would allow the proposed work to be consistent with preservation criteria Section 4.3 pertaining to non-protected facades, Section 5.7 pertaining to glass and glazing, and Sections 9.4 and 9.6 under New Construction and Additions; the standards in City Code Section 51A-4.501(g)(6)(C)(i) for contributing structures; and the Secretary of the Interior’s Standards for Rehabilitation.
