Title
Authorize a professional services contract with Lockwood, Andrews & Newnam, Inc. to provide engineering services for flood management and storm drainage improvements at three locations (list attached to Agenda Information Sheet) - Not to exceed $880,782.00 - Financing: 2025 Certificates of Obligation Fund

BACKGROUND
The City of Dallas has identified areas across the city requiring flood management and storm drainage improvements to address flooding and strengthen infrastructure due to structural deterioration. These areas were identified to have inadequate infrastructure to limit flooding impacts and in the case of one location to ensure necessary long term dam safety. The locations included on this contract are the Ash Creek Tributary 5B7 Bridge Improvement at Province Lane, Woody Branch at South Polk Street and the Woody Branch Dam.
Engineering services associated with this contract include the evaluation and design for the replacement of aging culverts and bridge structures, regional flood mitigation recommendations, channel stabilization and erosion control measures, and dam rehabilitation to address structural deterioration, stabilize downstream areas, and support ongoing inspection and maintenance. The scope of the contract includes project management, topographic and boundary surveys, easement document preparation, environmental permitting, subsurface utility exploration, geotechnical investigations, structural analysis, hydraulic analysis, and development of conceptual and final construction plans and special specifications. For the Ash Creek Tributary 5B7 Bridge Improvement at Province Lane, a preliminary investigation and design report will be prepared to evaluate and design the replacement of aging culverts with a new culvert or bridge structure to improve drainage capacity, reduce flood risk, and stabilize adjacent properties through enhanced erosion protection. The Woody Branch at South Polk Street project includes preliminary investigation, design report, and hydraulic analysis for the development of regional flood mitigation recommendations, design of a replacement bridge to reduce flood risk, and approximately 1,000 linear feet of channel improvements for better stormwater conveyance, to minimize erosion, and to protect surrounding infrastructure. The Woody Branch Dam Rehabilitation project will restore and strengthen the dam infrastructure by addressing erosion and structural deterioration, improving site access, and establishing vegetation buffers and also includes the installation of survey monuments and monitoring measures to support routine inspection of the dam.
The consulting firm for this project was selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-05 procurement guidelines.
This action will authorize a professional services contract with Lockwood, Andrews & Newnam, Inc. for the engineering evaluation and design of flood management and storm drainage improvements at three locations.
