Title
Authorize (1) rejection of the statement of qualification received for the engineering services contract for “Request for Qualifications CIZ24-TRN-3104 - Jefferson Boulevard Viaduct Modification and Realignment Engineering Services”; (2) modification of the request for qualifications into two separate projects; and (3) the re-advertisement for new statements of qualification for the modified projects - Financing: No cost consideration to the City

BACKGROUND
This action will authorize the rejection of the statement of qualification received for solicitation “Request for Qualifications CIZ24-TRN-3104 - Jefferson Boulevard Viaduct Modification and Realignment Engineering Services” for the Department of Transportation and Public Works (“Department”). The Department will review and modify the request for qualifications into two separate projects before re-advertisement.
The solicitation “Request for Qualifications CIZ24-TRN-3104 - Jefferson Boulevard Viaduct Modification and Realignment Engineering Services” is to address the encroachment onto the existing Jefferson Boulevard Viaduct/S Market Street bridge and roadway component from the TxDOT’s Interstate Highway 35 north Right-Of-Way (ROW) to Young Street as it relates to the Kay Bailey Hutchison Convention Center Dallas (KBHCCD) construction project. This solicitation was opened to the public from September 25, 2024, through October 18, 2024, after being extended a week from the original closing date of October 11, 2024, to allow for interested parties to submit their statements of qualifications. One (1) sealed statement of qualification was received and was opened on October 18, 2024.
The Department of Transportation and Public Works reviewed the Request for Qualification package and determined that the lack of responses received was due to the complexity of the scope of the original project and expedited schedule for a portion of the project, and has determined that it is in the best interest of the City to modify the original project scope and separate it into two projects to allow for a more competitive response from interested parties.
