Title
An ordinance amending Chapter 28, “Motor Vehicles and Traffic, of the Dallas City Code by amending Sections 28-44, 28-50, and 28-60 (1) designating speed regulations on streets other than expressways and freeways; (2) designating speed limits and one-way streets in school zones; (3) designating one-way streets in school zones and alleys; (4) providing a penalty not to exceed $200.00; (5) providing a savings clause; (6) providing a severability clause; and (7) providing an effective date - Financing: This action has no cost consideration to the City (see Fiscal Information)

BACKGROUND
Engineering studies have been conducted at the locations identified in the ordinance amending Chapter 28 “Motor Vehicles and Traffic,” and it is recommended that the appropriate sections of the ordinance be amended to reflect changes in speed limits, school zone locations, and to designate one-way streets.
The below changes identify the deletions to Section 28-44:
SEC. 28-44 STREETS OTHER THAN EXPRESSWAYS AND FREEWAYS. DELETIONS (MPH Varies)

• Street - Seagoville Road, Extent - Elam Road to Prairie Creek Road, CD - 5, Speed - 35, Cause - Remove entry; Seagoville Road does not exist between Elam Road and Prairie Creek Road
The below changes identify the additions and deletions to Section 28-50(c):

ADDITIONS (20 MPH)

• Street - Forest Park Road (6400-6500), Extent - 100' South of West Mockingbird Lane to 200' South of Treadway Street, CD - 2, Cause- Reflect installation of a new school zone associated with the school expansion project
• Street - Education Way (1900), Extent - 50' South of Teagarden Road to 40' North of Spearmint Lane, CD - 8, Cause - Add new school zone on Education Way to reflect roadway adjacency to the school and active pedestrian activity
SEC. 28-50 SPEED IN SCHOOL ZONES; SIGNS; DESIGNATED STREETS
DELETIONS (20 MPH)

• Street - North Masters Drive (2500-2600), Extent - 365' South to 355' North of North Masters Drive, CD -7, Cause - Remove school zone; location is too far from the school and prior extent referenced Sand Springs Avenue instead of Masters Drive; approved by school principal
• Street - Frankford Road (2500-2600), Extent - 500' East of Kelly Boulevard to 150' West of Creststone Drive, CD -12, Cause - Remove school zone; Dan F. Long Middle School has been converted to the Carrollton - Farmers Branch Independent School District’s (CFBISD) security office
• Street - Appleridge Drive (17900), Extent - 405´ North of Frankford Road to Frankford Road, CD -12, Cause - Remove school zone; Dan F. Long Middle School has been converted to the CFBISD security office
The below changes identify additions to Section 28-60:

FISCAL INFORMATION
This action has no cost consideration to the City. Ordinance enforcement of a penalty up to $200.00 may generate additional revenues to the City.
