Title
Authorize the City Manager to provide the Notice of Intent to establish a Quiet Zone along the Canadian Pacific Kansas City Railroad (formerly known as Kansas City Southern Railway) in the Northeast Dallas corridor for the at-grade railroad crossing at Walnut Street, as provided for in the Federal Railroad Administration’s Final Train Horn Rule - Financing: No cost consideration to the City

BACKGROUND
Quiet Zones improve the quality of life for persons living near a rail line by preventing locomotive trains from sounding their horn as the train approaches a street grade crossing. Per the Federal Railroad Administration’s Final Train Horn Rule, Quiet Zones may be established by a “public authority,” which is defined as the public entity responsible for traffic control or law enforcement at the street grade rail crossing. The establishment of a Quiet Zone requires a detailed process that includes providing a Notice of Intent, the implementation of appropriate supplemental and/or alternative safety measures at the crossing deemed necessary by a multi-agency diagnostic team, followed by the City issuing a Notice of Establishment of the Quiet Zone.
The City of Dallas received a resident inquiry regarding the implementation of a Quiet Zone along the Canadian Pacific Kansas City Railroad (formerly known as Kansas City Southern Railway) for the at-grade railroad crossing at Walnut Street. The City conducted an engineering assessment of the railroad crossing and determined that the location could benefit from the implementation of a Quiet Zone. As a public authority, the City is authorized to initiate the process to establish the Quiet Zone.
If approved, this action will authorize the required Notice of Intent to establish a Quiet Zone along the Canadian Pacific Kansas City Railroad for the at-grade railroad crossing at Walnut Street.
