Title

Authorize a five-year cooperative purchasing agreement in the amount of $3,012,072,.23, with one five-year renewal option in the amount of $2,797,782.71, as detailed in the Fiscal Information section, for maintenance and support of a flight information display system for the Department of Aviation with Carahsoft Technology Corporation, through Omina Partners cooperative agreement - Total not to exceed $5,079,018.72 - Financing:  Aviation Fund (subject to annual appropriations)

Body

BACKGROUND

This action does not encumber funds; the purpose of this cooperative purchasing agreement and software license agreement is to establish firm pricing for equipment and licenses, for a specific term, which will be ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.

This cooperative purchasing agreement will provide maintenance and support of a flight information display system (FIDS) at Dallas Love Field for the Department of Aviation. Maintenance and support under this agreement includes upgrades to current software releases, hardware warranty, and technical support for installation of software and hardware.

The FIDS provides information on flights, gates, and baggage location for passengers of Dallas Love Field. The system also provides a visual paging function for the hearing impaired to meet requirements of the Texas Department of Licensing and Regulation and the Americans with Disabilities Act. Additionally, the system is utilized to display advertisements and public service announcements

The Omnia Partners cooperative agreement and The Interlocal Purchasing System cooperative agreement are authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

Cooperative Purchasing

Cooperative Purchasing Agreements enable the City to associate with State agencies, other local governments, or local cooperative organizations comprised of other state and local governments, to leverage market buying power and enable the City to purchase goods or services at lower prices

Cooperative Purchasing is an alternative method of meeting the requirements for competitive bidding or competitive sealed proposals, not an exception from that requirement
