Authorize professional services contracts with three consulting firms, for the most highly qualified proposals from three proposers, to provide construction materials testing services during the installation of capital improvement projects for water and wastewater pipelines, erosion control and storm drainage improvements - Alpha Testing, LLC in an amount not to exceed $259,425.00, Raba Kistner, Inc. in an amount not to exceed $303,335.00, and HVJ North Texas - Chelliah Consultants, Inc. dba HVJ Associates in an amount not to exceed $250,000.00 - Total not to exceed $812,760.00 - Financing: Water Construction Fund ($283,047.50), Wastewater Construction Fund ($279,712.50), Flood Control (D) Fund (2017 General Obligation Bond Funds) ($9,000.00), Storm Drainage Management Capital Construction Fund ($236,000.00), and Flood Protection and Storm Drainage Facilities Fund (2012 General Obligation Bond Funds) ($5,000.00)

BACKGROUND
This action will authorize professional services contract with three consulting firms with Alpha Testing, LLC, Raba Kistner, Inc., and HVJ North Texas - Cheetah Consultants, Inc. dba HVJ Associates for construction materials testing services during the installation of capital improvement projects, including water and wastewater pipelines, erosion control, and storm drainage. Construction materials testing is required to ensure the installation meets project requirements and specifications. Testing services include soil and base material testing, in-place density and compaction testing, aggregate testing, concrete testing, asphaltic concrete testing, coring services, non-destructive testing, and other quality assurance related services as needed.
The three firms Alpha Testing, LLC, Raba Kistner, Inc., and HVJ North Texas - Chelliah Consultants, Inc, dba HVJ Associates were selected as the most highly qualified proposers from a shortlist of three proposers, to perform construction materials testing services based on submitted qualifications and past performance in accordance with the City of Dallas Administrative Directive 4-05 procurement guidelines. The contracts will cover a period of three years and provide necessary testing services for capital improvement projects implemented by Dallas Water Utilities.
