Title
Authorize (1) a new Project Specific Agreement (PSA) with Dallas County to designate the City of Dallas as the lead agency to administer construction for Cockrell Hill Road from La Reunion Parkway to Singleton Boulevard; (2) the establishment of appropriations in an amount not to exceed $4,799,895.91 in the Capital Projects Reimbursement Fund; (3) the receipt and deposit of funds in an amount not to exceed $4,799,895.91 in the Capital Projects Reimbursement Fund; and (4) execution of the PSA and all terms of the agreement, conditions, and documents required by the agreement included in the resolution - Not to exceed $4,799,895.91 - Financing: Capital Projects Reimbursement Fund

BACKGROUND
This project includes the extension of Cockrell Hill Road across the Union Pacific Railroad tracks with a new bridge and the reconstruction of 1500 linear feet of Vinson Street north of the bridge including curb, gutter, sidewalks, drainage, water and wastewater utilities, and a new traffic signal at the intersection of Cockrell Hill Road and Singleton Boulevard. The bridge will be a four-lane divided section, and the roadway will be a five-lane undivided section with a continuous left turn lane.
On January 11, 2017, the City Council authorized a Project Specific Agreement (PSA) with Dallas County for participation in the design, right-of-way acquisition, and construction of paving and drainage improvements for Cockrell Hill Road from La Reunion Parkway to Singleton Boulevard, in an amount not to exceed $6,305,000.00, by Resolution No. 17-0079.
Cockrell Hill Road from La Reunion Parkway to Singleton Boulevard is a partnership project between the City of Dallas and Dallas County. Dallas County was the lead agency to administer design and right-of-way (ROW) acquisition of the project. The design and ROW acquisitions are complete, and the funding obligations have been satisfied. The City and Dallas County mutually agree that the City should be the lead agency to administer the construction of the project. The City and Dallas County desire to terminate the existing PSA and enter into a new PSA designating the City as the lead agency to administer construction of the project.
This action will authorize a new PSA with Dallas County to designate the City of Dallas as the lead agency to administer the construction for Cockrell Hill Road from La Reunion Parkway to Singleton Boulevard.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 10, 2001, the City Council authorized a Master Agreement with Dallas County governing future transportation major capital improvement projects to be jointly funded and developed by Dallas County and the City of Dallas known as the Major Capital Improvement Program (MCIP), by Resolution No. 01-0104.
On August 27, 2003, the City Council authorized the submission, acceptance, and implementation of the City of Dallas candidate projects for the Dallas County’s MCIP Third Call for Projects, by Resolution No. 03-2345.
On April 13, 2011, the City Council authorized a new ten-year Master Agreement with Dallas County governing major transportation capital improvement projects to be jointly funded and developed by Dallas County and the City of Dallas known as (MCIP), by Resolution No. 11-0927.
On January 11, 2017, the City Council authorized a Project Specific Agreement with Dallas County for participation in the design, right-of-way acquisition, and construction of paving and drainage improvements for Cockrell Hill Road from La Reunion Parkway to Singleton Boulevard, in an amount not to exceed $6,305,000.00, by Resolution No. 17-0079.
On August 9, 2017, the City Council authorized an agreement with the Union Pacific Railroad Company (UPRR) for the construction, maintenance, and use of a new grade-separated overpass structure within the UPRR right-of-way for Cockrell Hill Road from La Reunion Parkway to Singleton Boulevard, by Resolution No. 17-1165.
On June 9, 2021, the City Council authorized a new ten-year master agreement with Dallas County governing transportation Major Capital Improvement Program, by Resolution No. 21-1001.
