Authorize (1) the application for and acceptance of the FY 2024 grant (Grant No. M2418DLEX) from the Texas Department of Transportation (TxDOT) Aviation Division for the annual Routine Airport Maintenance Program (RAMP) at Dallas Executive Airport in the amount of $90,000.00 or 90 percent of eligible costs estimated at $100,000.00, whichever is less; (2) a local cash match in the amount of $10,000.00 from the Aviation Fund for airport maintenance projects estimated at $100,000.00; (3) the establishment of appropriations in the amount of $90,000.00 in the TxDOT 2024 Routine Airport Maintenance Program - RAMP Dallas Executive Airport Project Fund; (4) the receipt and deposit of funds in the amount of $90,000.00 for reimbursement from TxDOT in the TxDOT 2024 Routine Airport Maintenance Program - RAMP Dallas Executive Airport Project Fund; and (5) execution of the grant agreement and all terms, conditions, and documents required by the agreement - Total amount of $100,000.00 - Financing: Aviation Fund ($10,000.00) and Texas Department of Transportation Grant Funds ($90,000.00)

BACKGROUND
The RAMP is a State assisted airport maintenance program that will enable the Department of Aviation to conduct needed annual maintenance repairs at Dallas Executive Airport. The primary objective of the expense is to perform annual maintenance repairs which include airport lighting, pavement markings, crack sealing repairs, and other routine maintenance necessary under the RAMP and TxDOT guidelines.
TxDOT will determine whether repairs are within the scope of eligible expenses for the TxDOT Grant for RAMP Funds and will participate in an amount equal to 90 percent of eligible costs or an amount of $90,000.00, whichever is less. TxDOT’s estimated reimbursement for this award is an amount up to $90,000.00 based on the total cost estimate of $100,000.00.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 13, 2019, the City Council authorized acceptance of the FY 2019 grant (Grant No. M1918DLEX) from TxDOT Aviation Division for the RAMP at Dallas Executive Airport; a local cash match for airport maintenance projects; and execution of a grant agreement by Resolution No. 19-0244.
On November 13, 2019, the City Council authorized acceptance of the FY 2020 grant (Grant No. M2018DLEX) from TxDOT Aviation Division for the RAMP at Dallas Executive Airport; a local cash match for airport maintenance projects; and execution of a grant agreement by Resolution No. 19-1749.
On September 9, 2020, the City Council authorized acceptance of the FY 2021 grant (Grant No. M2118DLEX) from TxDOT Aviation Division for the RAMP at Dallas Executive Airport; a local cash match for airport maintenance projects; and execution of a grant agreement by Resolution No. 20-1309.
On October 27, 2021, the City Council authorized acceptance of the FY 2022 grant (Grant No. M2218DLEX) from TxDOT Aviation Division for the RAMP at Dallas Executive Airport; a local cash match for airport maintenance projects; and execution of a grant agreement by Resolution No. 21-1737.
On August 24, 2022, the City Council authorized acceptance of the FY 2023 grant (Grant No. M2318DLEX) from TxDOT Aviation Division for the RAMP at Dallas Executive Airport; a local cash match for airport maintenance projects; and execution of a grant agreement by Resolution No. 22-1188.
