BACKGROUND

 

The City of Dallas Department of Transportation and Public Works has requested an amendment to the City of Dallas Thoroughfare Plan to change the designation of Crouch Road between Patrol Way and South Lancaster Road from a standard two-lane undivided roadway within 56 feet of right-of-way and 36 feet of pavement (S-2-U) to a minimum four-lane undivided roadway within 60 feet of right-of-way and 40 feet of pavement (M-4-U).

 

The requested amendment is associated with a City-funded street reconstruction project on Crouch Road between Old Ox Road and South Lancaster Road as part of the 2017 Bond Program. The project proposes widening the segment between Patrol Way and South Lancaster Road from two lanes to four lanes to accommodate the growing residential development at Crouch Road between Patrol Way and South Lancaster Road. The proposed roadway section will include two 10-foot travel lanes in each direction, as well as dedicated turn lanes at intersections.

 

 

 

 

 

 

 

 

 

The segment of Crouch Road between Old Ox Road and Patrol Way is proposed to remain a standard two-lane undivided roadway (S-2-U) with dedicated turn lanes at intersections. This roadway section crosses the Dallas Area Rapid Transit right-of-way and includes a bridge crossing over Runyon Springs Branch. This section is also bordered primarily by City-owned property associated with Singing Hills Park and the Runyon Creek Trail and Greenbelt. Due to the limited development potential along this segment, no roadway widening is proposed.

 

The project includes five-foot sidewalks on both sides of the corridor, reconstruction of seven driveway approaches, storm drainage improvements, replacement of the Runyon Springs Branch bridge, construction of a new culvert, relocation of water and wastewater infrastructure, pedestrian safety features to improve nighttime visibility, and street lighting. The City is also partnering with adjacent developers to install a traffic signal at the intersection of Crouch Road and South Lancaster Road.

 

Staff recommends approval to change the designation of Crouch Road between Patrol Way and South Lancaster Road from a standard two-lane undivided roadway in 56 feet of right-of-way and 36 feet of pavement (S-2-U) to a minimum four-lane undivided roadway in 60 feet of right-of-way and 40 feet of pavement (M-4-U).

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On February 5, 2026, the City Plan Commission Thoroughfare Committee acted on this item and approved a motion to hold the application.  

 

On June 11, 2026, the City Plan Commission Thoroughfare Committee acted on this item and approved a motion to deny the application based on concerns related to the proposed sidewalk design and its alignment with Vision Zero goals.

 

On July 23, 2026, the City Plan Commission acted on this item and followed staff’s recommendation to approve the application.
