BACKGROUND

 

The original professional services agreement with Wiss, Janney, Elstner Associates, Inc. began the development of a Bridge Management Program in support of the Infrastructure Management Plan (IMP) and provided engineering and construction inspection services on minor bridge repair projects. This contract was also amended through Council Resolutions and Administrative Actions to address design and construction phase services for three emergency bridge repairs that were identified through the Texas Department of Transportation (TxDOT) Bridge Inspection Program.

 

The original Bridge Management Plan identified 240 bridges needing additional inspections having a TxDOT Critical Rating of six or less. Due to budgetary constraints, 67 bridges were inspected in the first year with plans to address the remaining bridges in future years. Moving forward, the program will inspect an additional 60 to 70 bridges a year until all bridges have been evaluated. This is the fourth year of the program.

 

This action will authorize Supplemental Agreement No. 8 to the engineering contract with Wiss, Janney, Elstner Associates, Inc. (1) to continue with the development of the Bridge Management Program in support of the IMP, provide engineering and construction inspection services on minor bridge repair projects, and provide inspection and monitoring on multiple bridges; (2) continue with the ongoing monitoring and development of the Bridge Maintenance Program as well as ability to respond, inspect and report on bridge issues as they arise throughout the year .and (3) extend the existing contract for an additional year from November 5th 2024 to October 12,2025.

 

Wiss, Janney, Elstner Associates, Inc. is a registered vendor with the City and has an office located in Irving, Texas.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On September 23, 2020, the City Council authorized the professional services contract with Wiss, Janney, Elstner Associates, Inc. by Resolution No. 20-1406.

 

On June 9, 2021, the City Council authorized Supplemental Agreement No. 2 to the engineering services contract with Wiss Janney, Elstner Associates, Inc. to inspect and prepare plans, specifications and estimates for the emergency repairs of Fitzhugh Bridge south of Fair Park, Texas Department of Transportation Bridge No. 18-057-09F460-001 by Resolution No. 21-0989.

 

On January 12, 2022, the City Council authorized Supplemental Agreement No. 4 to the engineering services contract with Wiss, Janney, Elstner Associates, Inc. to (1) continue with the development of  the Bridge Management Program in support of the infrastructure Management Plan (lMP), provide design and construction services on minor bridge repair projects; and (2) provide inspection and monitoring on multiple bridges by Resolution No. 22-0138.

 

On February 22, 2023, the City Council authorized Supplemental Agreement No. 6 to the engineering contract with Wiss, Janney, Elstner, Associates, lnc. to continue with the development of the Bridge Management Program in support of the lMP, provide engineering and construction inspection services on minor bridge repair projects; and provide inspection and monitoring on multiple bridges by Resolution 23-0294.
