BACKGROUND

 

The Dallas Park and Recreation Department (City) has a long history of providing Red Cross courses such as lifeguard training, water safety instructor training, cardiopulmonary resuscitation, first aid, and the learn-to-swim program. The Red Cross Licensed Training Provider Agreement outlines the responsibilities, terms, and conditions regarding the use of Red Cross licensed training materials in the provision of those courses.

 

The ability to conduct these courses is necessary for the safe operation of the aquatic facilities. State and local health codes require aquatic facility operators to provide certified lifeguards and first responders for the safety of the public. The ability to provide certified water safety instructors is essential to providing swimming lessons and life-saving skills to both youth and adults at City aquatic facilities.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On January 27, 2021, the City Council authorized the execution of a three-year Licensed Training Provider Agreement with the American Red Cross - North Texas Region for the Park and Recreation Department in an amount not to exceed $15,000.00, by Resolution No. 21-0253.

 

 

 

 

On January 23, 2025, the Park and Recreation Board authorized a five-year Licensed Training Provider Agreement with the American National Red Cross & Its Constituent Chapters and Branches dba American Red Cross to permit City of Dallas Park and Recreation Department Red Cross-certified instructors to use Red Cross licensed training materials in the instruction of water safety training courses - American National Red Cross.
