BACKGROUND

 

This action does not encumber funds; the purpose of these agreements is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis

 

These service contracts will provide for City paid basic life insurance and the administration of grandfathered life insurance policies and employee paid voluntary benefits for the Department of Human Resources. Basic life insurance is provided to full-time employees working 40 hours a week and services to provide administration and support for approximately 2,500 grandfathered self-funded life policies with an average policy amount of $2,500.00.

 

The following voluntary benefits are provided to participating employees at no cost to the City:

                     Accidental Death and Dismemberment (AD&D)

                     Critical Illness

                     Financial Wellness

                     Hospital

                     Legal Benefits

                     Long Term Disability

                     Pet Insurance

                     Supplemental Life

                     Short Term Disability

 

The contracts will allow employees to custom tailor the benefit package to their individual needs. The services will also include the management of all aspects of employee marketing and enrollment and provide ongoing customer service for the voluntary benefit products and the provision of support staff during open-enrollment periods.

 

A five-member committee from the following departments reviewed and evaluated the qualifications:

The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:

As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes.  To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.

 

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $22.05; the selected vendors meet this requirement.

 

 

 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On December 9, 2020, the City Council authorized a three-year service contract and policy, with two one-year renewal options, to provide City paid basic life insurance with Standard Insurance Company by Resolution No. 20-1905.

 

On November 10, 2021, the City Council authorized a three-year service contract with one two-year renewal option for City paid long term disability benefits and administration of grandfathered life insurance policies for the Department of Human Resources with Standard Insurance Company by Resolution No. 21-1833.

 

On March 9, 2022, the City Council authorized (1) a three-year service contract with one two-year renewal option for enhanced employee benefits to include pet insurance, financial well-being, and entertainment discounts with MetLife Pet Insurance Solutions, LLC, PNC Bank National Association, W.J. Alexander & Associates, P.C.; and (2) a three-year service contract with one two-year renewal option for an educational and financial wellness resources portal with Navarro Insurance Group, L.P. by Resolution No. 22-0462.

The cost of voluntary benefits will be incurred by City employees at no cost to the City. Costs to the Employee Benefits Funds are related to basic life insurance and the administration of grandfathered life insurance policies.
