Body
BACKGROUND
This action would authorize an application for the Local Parks Urban Outdoor Grant Program in the amount of $1,500,000.00 from the Texas Parks and Wildlife Department (TPWD) for Parkdale Lake Park located west of Parkdale Park, at 5900 Military Parkway.
The TPWD administers the Urban Outdoor Recreation Grant. Funding for this program comes from a portion of the state sales tax on sporting goods through the Texas Recreation and Parks Account, the Texas Large County and Municipality Recreation and Parks Account, and from the Federal Land and Water Conservation Fund.
The scoring criteria for this grant program includes development or the extension of parks; a locally adopted and department-approved park master plan, reduction of the threat to the public availability of a conservation or recreation opportunity, location in an underserved area, and involvement of public or private cooperation and meets the goals of TPWD Land and Water Resources Conservation and Recreation Plan.
Parkdale Lake Park is a 110-acre landscape donated to the City of Dallas by Oncor in 2020 to address seasonal flooding from White Rock Creek and to create new park land. Funding from TPWD will be used to develop amenities for the park that include solid surface trails, overlooks, and seating. A 1:1 match to the funding is required and will be met through the 2024 Bond Program. The deadline for applications is August 1, 2024.
This project will help create the first public use of this acreage. A master plan for Parkdale Lake Park is being finalized. The area previously served as farmland in the 1930s and a water storage site in the 1950s for an electric generator that was decommissioned in 2005. It had been owned by Oncor since 2010. Its location also complements the trail building efforts of the Trinity Forest Spine Trail running from the White Rock Spillway to Samuel Road.
