Authorize (1) an agreement with the Texas Department of Transportation (TxDOT) through a grant from the U.S. Department of Transportation Federal Highway Administration for the 2020 Highway Safety Improvement Program in the amount of $457,891.01 to provide cost reimbursement for material and labor incurred by the City related to the construction of five traffic signals and associated off-system intersection improvements at: Marsalis Avenue at Overton Road, Kiest Boulevard at Beckley Avenue, Kiest Boulevard at Westmoreland Road, Kiest Boulevard at Polk Street, and Illinois Avenue at Ewing Avenue (Agreement No. CSJ 0918-47-347, etc., CFDA No. 20.205); (2) the establishment of appropriations in the amount of $457,891.01 in the TxDOT HSIP - Five Off-Sys Signals - February 2023 Fund; (3) the receipt and deposit of funds in the amount of $457,891.01 in the TxDOT HSIP - Five Off-Sys Signals - February 2023 Fund; and (4) the disbursement of funds in the amount of $457,891.01 from the TxDOT HSIP - Five Off-Sys Signals - February 2023 Fund - Total amount of $457,891.01 - Financing: Texas Department of Transportation Grant Funds

BACKGROUND
TxDOT is reconstructing five traffic signals and associated off-system intersection improvements at: Marsalis Avenue at Overton Road, Kiest Boulevard at Beckley Avenue, Kiest Boulevard at Westmoreland Road, Kiest Boulevard at Polk Street, and Illinois Avenue at Ewing Avenue. The traffic signal improvements at the intersections will include removal of existing traffic signals and replacing them with new traffic signals; pedestrian and Americans with Disabilities Act related improvements; and other related construction.
To remain consistent with other equipment in the City-wide system, the City of Dallas will provide a controller, cabinet, radar detection equipment, traffic signs, and battery backup equipment for the project. TxDOT will reimburse the City for material and labor costs.

On September 28, 2022, the City Council authorized (1) an Advanced Funding Agreement with TxDOT for a U.S. Department of Transportation - Federal Highway Administration 2020 Highway Safety Improvement Program grant in the amount of $2,176,081.00 as Federal participation, $378,245.96 ($203,245.96 for direct state costs paid to TxDOT and an estimated $175,000.00 for design, which is being done by City of Dallas staff) as local participation, and $112,146.56 State participation for indirect state costs to design, upgrade, and/or construct five traffic signals and associated off-system intersection improvements at: Marsalis Avenue at Overton Road (CSJ 0918-47-347), Kiest Boulevard at Beckley Avenue (CSJ 0918-47-354), Kiest Boulevard at Westmoreland Road (CSJ 0918-47-356), Kiest Boulevard at Polk Street (CSJ 0918-47-357), and Illinois Avenue at Ewing Avenue (CSJ 0918-47-358), CFDA 20.205; and (2) a required local match in the amount of $378,245.96 ($203,245.96 for direct state costs paid to TxDOT and $175,000.00 for design by City of Dallas staff) by Resolution No. 22-1456.
