Title
Authorize (1) an Advance Funding Agreement with the Federal Highway Administration through the Texas Department of Transportation (TxDOT) (Agreement No. CSJ 0918-47-564, Assistance Listing No. 20.205) for a Transportation Alternatives Set-Aside (TASA) Program Project for construction of the Cotton Belt Trail and the Marni Kaner Trail in the amount of $6,410,386.00 of which the Federal portion is $6,340,000.00, the State’s cost portion is $6,986.00, and the City of Dallas cost portion is $63,400.00; (2) the establishment of appropriations in the amount of $6,340,000.00 in the TxDOT TASA Cotton Belt Trail and Marni Kaner Trail Grant Fund; (3) the receipt and deposit of funds in the amount of $6,340,000.00 in the TxDOT TASA Cotton Belt Trail and Marni Kaner Trail Grant Fund; (4) the disbursement of a warrant check payable to TxDOT for the amount of $63,400.00; and (5) execution of the agreement with TxDOT and all terms, conditions and documents required by the agreement - Total amount of $6,403,400.00 - Financing: TxDOT TASA Cotton Belt Trail and Marni Kaner Trail Grant Fund ($6,340,000.00) and Park and Recreation Facilities (B) Fund (2017 General Obligation Bond Fund) ($63,400.00)

BACKGROUND
On January 17, 2025, two funding applications were submitted to the North Central Texas Council of Governments (NCTCOG) Transportation Alternatives Program Call for Projects. One application was a funding request to complete a section of the Cotton Belt Trail in the amount of $5,500,000.00 and the second application was to complete a section of the Marni Kaner Trail in the amount of $830,000.00.
As part of NCTCOG’s application review, NCTCOG staff combined the two applications into one joint project. On June 12, 2025, the City of Dallas was awarded Transportation Alternatives Program funding from NCTCOG, in the amount of $6,340,000.00, for the construction of the combined Cotton Belt Trail and Marni Kaner Trail project. The City of Dallas’ local match contribution is being covered by the use of Transportation Development Credits in the amount of $1,268,000.00, which is included in the federal portion of $6,410,386.00.

On December 9, 2024, the Park Board authorized an application for the North Central Texas Council of Governments 2025 Transportation Alternative Program Call for Projects (a) in an amount not to exceed $5,700,000.00 from the North Central Texas Council of Governments for the Cotton Belt Trail located between Davenport Road and Preston Green Park; and (b) in an amount not to exceed $837,000.00 for the Marni Kaner Trail located between the Cotton Belt Trail Corridor and the current terminus of the trail east of Davenport Road.
On January 8, 2025, the City Council authorized an application for the North Central Texas Council of Governments 2025 Transportation Alternative Program Call for Projects (a) in an amount not to exceed $5,700,000.00 from the North Central Texas Council of Governments for the Cotton Belt Trail located between Davenport Road and Preston Green Park; and (b) in an amount not to exceed $837,000.00 for the Marni Kaner Trail located between the Cotton Belt Trail Corridor and the current terminus of the trail east of Davenport Road by Resolution No. 25-0135.
