BACKGROUND

 

In December 2024, the Planning and Development Department initiated work to amend the existing Dallas residential code, known as the Dallas One- and Two-Family Dwelling Code. The proposed amendment will be known as the Dallas One- to Eight-Family Dwelling Code. This amendment will revise the current residential code to allow a building with up to eight dwelling units to be constructed using the International Residential Code (IRC) instead of the International Building Code (IBC). The International Residential Code is primarily used for small-scale residential development. The International Building Code (IBC) is primarily used for large-scale development, and the requirements of the code can add complexity and costs to the project.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On March 25, 2025, the Building Inspection Advisory, Examining and Appeals Board (BIAEA) reviewed and recommended adoption of the provisions of the Dallas One- to Eight-Family Dwelling Code effectively replacing the current provisions of the Dallas One- and Two-Family Dwelling Code (2021 International Residential Code as amended).

 

On April 7, 2025, the Economic Development Committee was briefed by memorandum on the Dallas One- to Eight-Family Dwelling Code effectively replacing the current provisions of the Dallas One- and  Two-Family Dwelling Code (2021 International Residential Code as amended).
