Title
Authorize the (1) acceptance of a grant from the Institute of Museum and Library Services through the Texas State Library and Archives Commission (TSLAC) for the State Fiscal Year (SFY) 2027 TSLAC Special Projects 75 2027 (Grant No. SPP-27002/Federal ID No. LS-260847-OLS-26, Assistance Listing No. 45.310) in the amount of $14,497.00 to expand the Play with Me program for the period July 1, 2026 through June 30, 2027; (2) establishment of appropriations in an amount not to exceed $14,497.00 in the TSLAC Special Projects 75 2027 Grant Fund; (3) receipt and deposit of funds in an amount not to exceed $14,497.00 in the TSLAC Special Projects 75 2027 Grant Fund; and (4) execution of the grant agreement with TSLAC and all terms, conditions, and documents required by the agreement - Not to exceed $14,497.00 - Financing: Texas State Library and Archives Commission Special Projects 75 2027 Grant Fund

BACKGROUND
The TSLAC awards competitive grants to public and academic libraries across the state to support literacy and educational initiatives. The City of Dallas, Dallas Public Library, has been awarded one of these grants.
The Play With Me (PWM) program is a 12-week parent-child program that promotes strong parent-child relationships and early literacy skills and is run by bilingual staff from The University of Texas at Dallas (UTD) Center for Children and Families (CCF) and assisted by students from UTD. Dallas Public Library (DPL) hosts PWM in Spanish at branch libraries in Spanish-speaking neighborhoods, with low literacy and school readiness scores. This project supports an expansion of this partnership with the addition of a PWM program site in Mandarin. In addition, CCF staff will train library staff in early literacy, so that DPL can offer high-quality early literacy workshops and programs at all locations.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On November 13, 2024, the City Council authorized the acceptance of a TSLAC TexTreasures Original 2025 grant from the Institute of Museum and Library Service through the TSLAC by Resolution No. 24-3152.
