BACKGROUND

 

In March 2023, a Rehabilitation Alternative Analysis was completed to determine the hydraulic capacity and preliminary rehabilitation alternatives for multiple dams owned and operated by the Dallas Water Utilities Department (DWU). This analysis included Lake Cliff Dam as well as its hazard classification based on the criteria established by the Texas Commission on Environmental Quality (TCEQ). From this analysis, it was determined that Lake Cliff Dam is hydraulically inadequate and should be modified to comply with TCEQ criteria.

 

This action will authorize a professional services contract with Arredondo, Zepeda & Brunz, LLC for project management, survey, subsurface utility exploration, environmental due diligence, drainage study including hydraulic analysis, and development of a design report. The services are required to develop a design report to verify the preferred alternative from the Rehabilitation Alternative Analysis and modify the dam to be compliant with TCEQ dam safety regulations. At the conclusion of these services and approval of the recommended alternative by DWU, a supplemental agreement will be prepared and authorized to complete the design of recommended improvements.

 

The Design Report summary final draft will be submitted within four months. Environmental documentation and permitting tasks will commence when the technically preferred alternative is approved by DWU and the construction footprint is finalized. The anticipated duration for the environmental documentation and permitting tasks is approximately six months.

 

The consulting firm for this project was selected following a qualifications-based selection process in accordance with the City of Dallas Administrative Directive 4-05 procurement guidelines.
