Authorize Supplemental Agreement No. 8 to increase the service contract with International Business Machines Corporation dba IBM Corporation for a one-time purchase of generative Artificial Intelligence and data governance as a service related to the City’s data aggregation platform for the Department of Information and Technology Services with no additional time - Not to exceed $745,305.00, from $5,153,262.51 to $5,898,567.51 - Financing: Information Technology Equipment Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This Supplemental Agreement will provide for a one-time purchase of generative AI and data governance as a continued service related to the City’s data aggregation platform for the Department of Information and Technology Services with no additional time. This purchase will provide for a more frictionless resident experience by leveraging cutting edge Artificial Intelligence (AI) models and governance tools to enforce data policies and standards across our existing data lake including data privacy, data quality, data cataloging, and data lineage.
Key Benefits:
• 311 Improved Resident Response Time: accelerate dialogue between government and resident. Summarize lengthy transcripts, analyze sentiment, and generate unique responses
• Generative AI for Federal Grants: quickly assess whether City of Dallas is eligible for federal grants, questions and answers against the content of the grant, generate templated response proposals
• AI High Impact Weather Events: using both predictive analytics and generative AI, enable residents to both prepare and react to severe weather events
• City Code and Permitting: both city code and permitting can be complex for residents and businesses alike. Democratize these policies by making them accessible to everyone
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. This contract renewal option includes the living wage of $18.24.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 22, 2017, the City Council authorized an acquisition contract for the purchase and implementation of a citywide data management system; and a three-year service contract, with two two-year renewal options, for maintenance and support of a data management system with International Business Machines (IBM) Corporation by Resolution No. 17-0349.
On June 10, 2020, the City Council authorized Supplemental Agreement No. 2 to exercise the first of two, two-year renewal options to the service contract with International Business Machines Corporation for the purchase of software licenses and subscriptions for the City’s data aggregation platform by Resolution No. 20-0922.
On April 13, 2022, the City Council authorized Supplemental Agreement No. 3 to exercise the second of two, two-year renewal options to the service contract with International Business Machines Corporation dba IBM Corporation for the purchase of software licenses and subscriptions for the City's data aggregation platform by Resolution No. 22-0578.
On June 28, 2023, the City Council authorized Supplemental Agreement No. 5 to increase the contract with International Business Machines Corporation dba IBM Corporation to upgrade the City’s data aggregation platform software for the Department of Information and Technology Services by Resolution No. 23-0913.
