Title
Authorize (1) a construction services contract for the demolition, removal, reconstruction, realignment, and rehabilitation of Taxiway Charlie, and for connection taxiways services for the Taxiway Charlie Phase 2 Reconstruction Project at Dallas Love Field; (2) an increase in appropriations in an amount not to exceed $15,151,277.00 in the Aviation AIP Grant Fund; (2) an increase in appropriations in an amount not to exceed $2,317,870.86 in the Aviation Construction Fund; and (3) an increase in appropriations in an amount not to exceed $18,218,232.00 2,873,311.00 in the Aviation Passenger Facility Charge - Near Term Projects Fund - Flatiron Dragados Constructors, Inc., lowest responsible bidder of three - Not to exceed of $20,536,102.86 - Financing: Aviation Passenger Facility Charge - Near Term Projects Fund ($18,218,232.00 3,066,955.00) and Aviation Construction Fund ($2,317,870.86) and Aviation AIP Grant Fund ($15,151,277.00) (see fiscal information)

BACKGROUND
The need for the rehabilitation of Taxiway Charlie Phase 2 Reconstruction Project at Dallas Love Field was identified in the 2009 Applied Research Associates, Inc. Pavement Evaluation Report due to the upcoming end of the concrete pavement’s useful life
The purpose of the Taxiway Charlie Phase 2 Reconstruction Project at Dallas Love Field is to improve airfield operational resiliency, advance Federal Aviation Administration safety standards, and enhance Dallas Love Field sustainability efforts. Additionally, improvements to airfield lighting and stormwater drainage will also be addressed to enhance airfield operations and reduce negative environmental impacts.
The construction of Taxiway Charlie Phase 2 Reconstruction Project encompasses Taxiway C, from east of Taxiway K to the threshold connector to Runway 13R, including the connector to Taxiway L at the western end of Taxiway C (subphase 2A & 2C).

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 23, 2019, the City Council authorized an engineering services contract with HNTB Corporation to provide design and construction administration services for the rehabilitation of Taxiway Charlie at Dallas Love Field by Resolution No. 19-1638.
On April 9, 2025, the City Council authorized the accept of a grant upon receipt from the U.S. Department of Transportation, Federal Aviation Administration (FAA) Airport Improvement Program (AIP) for the federal share of the eligible capital improvement project for the Bipartisan Infrastructure Law at Dallas Love Field (Grant No. TBD, Assistance Listing No. 20.106) in the amount of $10,000,000.00 for the construction of Taxiway Charlie Phase 2 Reconstruction Project where the performance period shall be for four years from the date of acceptance by Resolution No. 25-0562.
