Authorize a five-year sole source services agreement for asset tracking system equipment, maintenance and support for the Dallas Police Department - CovertTrack Group, Inc. - Not to exceed $1,071,846.75 - Financing: General Funds (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a services agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This sole source services agreement will provide for the maintenance and support for asset tracking systems for Dallas Police Department (DPD) enforcement. This agreement includes all hardware, software and installation services necessary to maintain DPD’s asset tracking devices. Maintenance includes warranty on all hardware, batteries, system maintenance, support, patches and updates for functionality improvements. Support includes installation and customization of asset tracking devices as needed by DPD.
Asset tracking technology is a key component of DPD crime fighting and crime reduction initiatives to reduce auto theft and other theft crimes. Asset tracking devices are small covert devices that can be installed or attached to property which enables officers to track varying sizes of assets such as laptops, vehicles, appliances and computers.

The Public Safety Committee was briefed by memorandum regarding this matter on March 25, 2025.
