Authorize a five-year cooperative purchasing agreement for the airport flight scheduling data management and software system for the Department of Aviation with Carahsoft Technology Corporation through the Omnia Partners cooperative agreement - Not to exceed $313,585 - Financing: Aviation Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This cooperative purchasing agreement will provide for the airport flight scheduling data management and software system for the Department of Aviation. This solution provides the industry standard flight data accuracy and automation required of an airport management system and is cloud based with configurable modules. The need of this technology is a missing component of data automation, accuracy of flight data information, and a common operational picture of flight information for Dallas Love Field Airport and its stakeholders. Dallas Love Field Airport currently depends on airline flight bookings received daily via email and the flight information display systems managed by Amadeus Airport Operational Database. Dependent on airline procedures, this information either comes at total passenger counts or is broken down further by arrivals, departures, baggage, transfers, and total passenger counts. A list, collection, or group of data as numbers can only go so far in improving collaboration and operations. Real-time dashboards create operational alignments, help keep track of key performance indicators and objectives, and create a common operational picture for data-driven decision making.
The Omnia Partners cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
