Title
Authorize a cooperative agreement for (1) an acquisition contract for the Intellisoft Identity Management System (IDMS), perpetual software license, and installation/implementation for managed security services for the Department of Aviation, for the purpose of replacing the current IDMS, HID SAFE (V4.9), which will no longer be supported after April 1, 2025; and (2) an accompanying one-year maintenance and support contract for Intellisoft IDMS with Convergint Technologies, LLC through Sourcewell - Not to exceed $1,588,719.67 - Financing: Aviation Fund

BACKGROUND
This action does not encumber funds. The purpose of this cooperative purchasing agreement is to establish Convergint Technologies, LLC to provide the Intellisoft Identity Management System (IDMS) software purchase, installation, and maintenance. The software will be installed remotely and onsite into test and development environments. Remote access will be done through a Virtual Private Network connection.
The current IDMS system, HID SAFE (V4.9), will no longer be supported after April 1, 2025.
Intellisoft software brings data from the Access Control System, Background Check, Fingerprint, and Security Threat Assessments, and Computer Training Systems into a single, user-friendly view. With an Identity Management System (IDMS), users utilize a single platform to manage a variety of processes that must be successfully passed/completed prior to the issuance of airport security identification media.
The project will be broken into five phases with the anticipation to go “live” about 6-8 months.
The General Services Administration cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
