Authorize a professional services contract with Gresham Smith to provide engineering services associated with major maintenance improvements at the Central Wastewater Treatment Plant - Not to exceed $2,996,569.00 - Financing: Wastewater Capital Improvement F Fund ($2,500,000.00) and Wastewater Construction Fund ($496,569.00)

BACKGROUND
The City of Dallas owns and operates two wastewater treatment plants with a combined, permitted capacity of 280 million gallons per day. The Central Wastewater Treatment Plant (CWWTP) provides treatment for northern and western portions of the City and is permitted to treat an average annual flow of 170 million gallons per day. Solids removed from the treatment process at CWWTP are transferred and managed at the Southside Wastewater Treatment Plant.
As treatment facilities and the associated equipment ages, operational conditions change, and technology improves, treatment facilities and equipment need to be rehabilitated or upgraded to ensure reliable and quality wastewater service to our customers and regulatory permit compliance. To address these needs, the Dallas Water Utilities Department periodically completes engineering services for major maintenance improvements at its treatment plants. It is time to initiate a professional services contract to evaluate and design major maintenance improvements at the CWWTP.
This action will authorize a professional services contract for the evaluation, design, and construction administration of high priority major maintenance improvements throughout the CWWTP. The major components of this project will address improvements to the secondary clarifiers, effluent meters, large pump and motors, various electrical and chemical systems improvements, including the sulfur dioxide gas system, monitoring and communication systems, and the emergency alert & fire monitoring system. This project was identified in strategic planning efforts and incorporates initial recommendations from the 2025 Wastewater Facilities Strategic Plan.
The consulting firm for this project was selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-05 procurement guidelines.
