Title
Authorize the first of two, one-year renewal options to the contract with The Salvation Army North Texas Area Command in the amount of $323,541.36, the Bridge Steps dba The Bridge in the amount of $214,073.66, and the Austin Street Center in the amount of $149,124.98, for emergency shelter services for the homeless for the period October 1, 2025 through September 30, 2026 – Total not to exceed $686,740.00 - Financing: FY 2025-26 Emergency Solutions Grant Fund (subject to annual appropriations)

BACKGROUND
The contracts provide for emergency shelter services for the homeless. Grant funding for these contracts provides programming to support the homeless response system by improving the number and quality of emergency shelters for homeless individuals and families. Additionally, these contracts assist organizations in operating homeless shelters and provide essential services to shelter residents. This program may also provide funds to provide emergency shelter services during inclement weather.
The Office of Homeless Solutions issued a Request for Proposal (BCZ24-00024374) for Emergency Shelter services in the spring of 2024. As part of this formal solicitation process, the Office of Homeless Solutions received seven responses, and The Salvation Army North Texas Area Command, Bridge Steps dba The Bridge (The Bridge) and Austin Street Center were selected based on experience, approach/methodology and financial capacity.
Effective October 1, 2025, the Office of Community Care and Empowerment, the Office of Homeless Solutions, the Office of Equity and Inclusion, and the Department of Housing and Community Development will merge and become the new Office of Housing and Community Empowerment.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 11, 2024, the City Council authorized a one-year contract, with two one-year renewal options for emergency shelters services for the homeless for the Office of Homeless solutions – The Salvation Army of North Texas Area Command in the amount of $265,394.00, Bridge Steps dba The Bridge in the amount of $225,600.00, and Austin Street Center in the amount of $153,376.00, by Resolution No. 24-1292.
