SUBJECT

Title

Authorize a two-year master agreement for the purchase of traffic signal controllers and battery backup systems for the Department of Transportation and Public Works with Texas Highway Products, Ltd. (515889) through The Local Government Purchasing Cooperative (BuyBoard) agreement - Estimated amount of $2,000,000.00 - Financing: Street and Transportation (A) Fund (2017 General Obligation Bond Fund) (subject to annual appropriations)

Body

BACKGROUND

This action does not encumber funds; the purpose of a master agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.

This master agreement will allow for the purchase of traffic signal controllers and battery backup systems for the Department of Transportation and Public Works. Traffic signal controllers and battery backup systems are needed to operate and maintain the City’s traffic signal systems and traffic signal controllers which are used to program and operate each traffic signal guiding vehicular movement at intersections. Additionally, the equipment is used to improve the flow of traffic and commerce throughout the city.

The Local Government Purchasing Cooperative (BuyBoard) agreement is authorized by the Texas Government Code Chapter 791, Texas Local Government Code Chapter 271, Subchapter F, Section 271.102 which authorizes a local government to participate in a Cooperative Purchasing Program with another government or a cooperative organization.
